Local government
In Söderköping 39 politicians as well as 24 substitutes are elected to sit on the Municipal Council and steer the work of the municipality. The Municipal Council is the municipality’s highest decision-making body and decides on municipal taxes, the departments’ budgets and comprehensive planning. The Council meets once a month in the civic offices’ assembly hall, except for the months of July and August.
The items on the agenda are advertised in the local newspaper and on Söderköping’s website, one week before the meeting. The agenda, together with the relevant documents, are available at the civic offices and at the Information Office in the Stinsen building. All meetings are open to the general public. The Moderate Coalition Party, Centre Party, Liberal Party and Christian Democrats cooperate in a non-socialist majority of 22 seats.
Committees and boards
Under the Municipal Council there are three political committees and boards which run the different municipal operations. They are responsible for their own budget and operational decisions. The Municipal Executive Board has 13 members, the Child and Education Committee has 11 members and the Social Services Committee has 11 members. In addition, the government agency, the Building and Environment Committee has 11 members. The politicians who sit on each committee are decided upon by the Municipal Council at the beginning of each electoral period. Board and committee meetings are not open to the public.
Municipal Executive Board
The Municipal Executive Board has a comprehensive responsibility for the municipal budget, personnel issues and planning as well as a number of strategic issues within IT, land and development, enterprise, labour market and information matters.
The board is also responsible for the library, culture, tourism, town planning, environment and public health, public transport and communications as well as technical services such as water and sewage and street cleaning. The Municipal Executive Board prepares all the items the Municipal Council will decide upon. This happens in the two standing committees; work standing committee and technical standing committee. Additionally, there is an employer delegation which prepares issues concerning the Municipality’s role as an employer for about 970 permanent employees.
Administration
Under the political boards and committees, public servants work to prepare the items for a political decision and thereafter implement the decisions that are made. Each committee has its own administrative department with the exception of the government authority, the Building and Environment Committee, whose administrative work is managed within the office of the Municipal Executive Board.
Municipal Executive Board Administration
The Municipal Executive Board Administration under the CEO is divided into the Office of the Municipal Executive Board and four operational areas which are the responsibility of the Municipal Executive board.
The Office of the Municipal Executive Board
performs common support functions for all of the municipal administrations.
Administrative office
The Administrative Office has a comprehensive and coordinating responsibility for the work of the Municipal Executive Board. It manages case registration, notices to attend meetings and the writing of minutes. A network for registrars and committee secretaries is run and the municipal documents and case management are coordinated. The Municipal Archives is under the supervision of the Administrative Office.
Enterprise and international issues
responsible for business and enterprise issues and international contacts.
Planning and economy
Works with the all-embracing budget, accounting, funding, property issues, procurement and inquiries.
Personnel, labour market and administration
Is responsible for employer questions, negotiations, salary administration, working environment issues and administration.
IT
comprises a staff for both technical IT support and IT development issues.
Departments
Information and culture
Works with general culture, the library, information, marketing and tourism. These operations are located in the Stinsen building whilst the municipal switchboard, which this department is also responsible for, is situated in the civic offices.
Fire and Rescue Services and community safety
Is responsible for preventative work with fires and other accidents, operational rescue services, crisis management, chimney sweeping and the coordination of municipal community safety assignments.
Town planning
Is responsible for issues concerning land and development, plans, planning permission, environment and public health, public transport and other service transportation.
Technical services
Is responsible for the maintenance of streets and parks which since October 2007 is outsourced, sport and leisure facilities, traffic issues, water and sewage operations, street cleaning, customer services, street and public lighting and technical investments.
